Former Kentucky Governor to Speak at Campbellsville University KHIPP Event

CAMPBELLSVILLE, Ky. - The Hon. Julian Carroll, Kentucky state senator and former Kentucky governor, will speak at Campbellsville University's Kentucky Heartland Institute on Public Policy (KHIPP) event in the Little Auditorium of the Student Union Building at 5 p.m. Tuesday, Feb. 27.
Carroll, a Democrat, represents Senate district 7, which includes Anderson, Franklin and Woodford counties and a part of Fayette County.

Carroll's topic is “Reflections on Kentucky Government and Politics with Julian Carroll.” He will be sharing his many years of experience in Kentucky state government.

As a senator, he is on the following interim committees: economic development and tourism, labor and industry, licensing and occupations, local government, state government and subcommittee on general government, finance and public protection.

He is on the following session committees: economic development, tourism and labor, enrollment, licensing, occupations and administrative regulations, state and local government and subcommittee on general government, finance and public protection.

Carroll served as governor of the Commonwealth of Kentucky from December 1975 to December 1979. He was lieutenant governor under Wendell Ford from 1972 to 1975, and he served as acting governor in 1975.

Carroll has been a Kentucky Senator since 2005.

John Chowning, founder of KHIPP and who serves as vice president for church and external relations and executive assistant to the president of Campbellsville University, and founder of KHIPP, said, “We are honored to have Gov. Chowning said KHIPP focuses its attention on “facilitating public policy study and issues debate, while encouraging the involvement of Christian leaders in the public and civic arenas.”
Carroll is a lay minister with First Assembly of God. He received his Bachelor of Arts degree from the University of Kentucky and his LLD degree from UK also. Among his professional organizations are the American Bar Association and the Optimists Club.

He also belongs to the Kentucky Teacher Retirement Board, Franklin County Bar Association, New Covenant Fellowship Board, Fellowship of Christian Athletes and Veterans of Foreign Wars. He is an honorary Rotarian and has honorary doctorate degrees from the University of Kentucky, Morehead State University, Eastern Kentucky University, Lincoln Memorial University and Murray State University. He is a recipient of the Boy Scout Silver Antelope Award in 1980.
Chowning said a “wide range of public issues will be studied and presented by the institute for the purposes of engaging Campbellsville University students, faculty and the staff, and the general public, in a greater awareness and understanding of the myriad issues confronting our culture.”

He said KHIPP is committed to preparing Christian civic and political leaders for the 21st century.

“A greater awareness of the public policy process and understanding of the numerous issues being debated in our nation is essential for the citizenry as a whole,” Chowning said.

“KHIPP invites you, the concerned citizen and student of the American political process, to attend one or more events to be presented this spring on the campus of Campbellsville University,” he said.
